Audit finds legal, ethical problems in Cycle Breakers program

An investigation by the Arkansas Legislative Joint Auditing Committee has found legal and ethical problems in the way Pulaski County Circuit Judge Willard Proctor's court interacts with the non-profit Cycle Breakers probation program.
In response to the report, Proctor has announced a series of reforms, including a ban on court staff handling money for Cycle Breakers.
