Audit finds legal, ethical problems in Cycle Breakers program

(UALR Public Radio) - An investigation by the Arkansas Legislative Joint Auditing Committee has found legal and ethical problems in the way Pulaski County Circuit Judge Willard Proctor's court interacts with the non-profit Cycle Breakers probation program.

In response to the report, Proctor has announced a series of reforms, including a ban on court staff handling money for Cycle Breakers.
