Bayfield Town Hall Premiers
(2008-09-15)
(ksut) - HOST LEAD: Bayfield unveils a new town hall this week.
KSUT's Victor Locke reports.

VICTOR: At almost 12 thousand square feet in size, the new Bayfield Town Hall will eclipse the present 25-hundred square foot facility.
CLIFTON: THE BUILDING COST ABOUT 3.6-MILLION. IT HAS EXPANSION POTENTIAL SO IT SHOULD BE OUT FACILITY FOR THE NEXT TEN TO FIFTEEN YEARS, AND THEN BEYOND WITH OUR ABILITY TO EXPAND.
Bayfield Town Manager Justin Clifton says in addition to most city administrative offices, the building will house a LaPlata County Bureau of motor vehicles office.
Design of the new building was no easy task.
The first architects proposal was rejected.
Clifton says he thinks they hit the nail on the head with the new design.
CLIFTON: WE HAD SOME GREAT HELP, A LOCAL ARTIST, EDDIE MARTINEZ ACTUALLY SAT US DOWN, KIND OF GOT INTO THE MIX BETWEEN THE TOWN AND THE ARCHITECT, AND EVERYTHING GOING ON AND GAVE US A CONCEPT THAT REALLY WORKED. THE IDEA IS THAT THIS IS A PUBLIC BUILDING, SO THE PUBLIC PLACES ARE PROMINENT. IT'S GOT A BEAUTIFUL OPEN LOBBY, IT'S GOT AN EXCELLENT AND REALLY WELL, CLEARLY DEFINED BOARD ROOM, AND SO, THIS IS A PUBLIC BUILDING, AND ALL THOSE SPACES WHERE THE PUBLIC WILL COME TO INTERACT WITH THEIR GOVERNMENT ARE THE SPACES WHERE WE PUT THE MOST ATTENTION AND THE MOST EFFORT INTO.
The town saved 1-point-4 million dollars over several years to help pay for the new town hall, with the balance of 2.2-million dollars financed through a lease purchase arrangement.
The Bayfield Heritage Society has first right of refusal to purchase the existing town hall to use as a museum.
Or, Clifton says it could be used for other public purposes or sold to a private party to be redeveloped.
CLIFTON: WE LOCATED THE TOWN HALL RIGHT DOWNTOWN VERY DELIBERATELY, AND SO I THINK THAT WILL ENCOURAGE THE FOOT TRAFFIC THAT WILL SPIN OFF INTO OTHER BUSINESSES. WE'VE SEEN A COUPLE OF LOCATIONS ON MILL STREET REDEVELOPED JUST THIS YEAR. I CAN'T SAY THAT'S ATTRIBUTABLE DIRECTLY TO TOWN HALL, BUT REGARDLESS BY KEEPING THOSE MUNICIPAL FACILITIES DOWN THERE WE'RE ENCOURAGING FURTHER DEVELOPMENT AND FURTHER REVITALIZATION OF OUR DOWNTOWN AREA.
You can tour the new Bayfield Town Hall at the corner of Mill Street and 160B tomorrow, from 5:30 until the town board meeting at 7pm.
