Archuleta County Did Not Receive Completed Financial Reports

HOST LEAD: Archuleta County still does not have the final numbers from the 2006 audit. Results from the audit were to have been completed by early November of this year.
The certified public accountants and consultants for the county, Clifton Gunderson LLC, announced their recommendations to the board of county commissioners on Tuesday.
KSUT's Sarah Baumgartner reports.
SARAH: In a standing room only Archuleta Board of County Commissioners meeting, citizens and county staff eagerly waited for Kevin Collins to speak.
Collins is with the accounting firm Clifton Gunderson LLC. With the current financial crisis Archuleta County facing, Collins presented county commissioners with several recommendations on their forensic analysis on the audit.
Collins suggests how the county can budget more accurately for the future.
KEVIN COLLINS: I THINK IT WOULD MAKE MORE SENSE FOR THE COUNTY IS IF EACH FUND HAD IT'S OWN CHECKING AND OR SAVINGS ACCOUNT. I THINK IT WOULD BE A LITTLE BIT EASIER TO MAINTAIN AND IT ALSO ELIMINATES THE IDEA OF BORROWING. AND SO IF EACH FUND HAD IT'S OWN CHECKING AND SAVING ACCOUNT WHEN YOU GO TO PAY BILLS, YOU CAN DO LIKE YOU DO AT HOME YOU CAN LOOK AT THE BANK ACCOUNT OR LOOK AT YOUR STATEMENT TO REGISTER AND SEE HOW MUCH MONEY DO I HAVE AND DO I HAVE ENOUGH MONEY TO PAY BILLS. BUT YOU DON'T ARBITRARILY NOTE THAT FUND A IS SHORT BUT FUND F HAS MONEY AND GO ARBITRARILY BORROW FROM IT.
Commissioner Rhonda Zaday was more than displeased with the service they have received or lack there of from Clifton Gunderson LLC. She claimed that this process should have been completed months ago.
RHONDA ZADAY: WE STILL DO NOT HAVE THE THINGS THAT HAVE BEEN PROMISED FROM CLIFTON GUNDERSON TO BE ABLE TO GO FORWARD WITH REAL NUMBERS FOR OUR BUDGET FOR NEXT YEAR, TO GET THINGS TO THE AUDITORS FOR THE 2006 AUDIT. SO AS WE STAND TODAY WE ARE STILL GOING TO BE LATE WITH THE 2006 AUDIT BECAUSE WE DO NOT HAVE THE NUMBERS NEEDED TO GO FORWARD.
Commissioner Zaday went on to say that if Clifton Gunderson does not fulfill its end of the contract, the county will not pay the remaining balance. The county has already paid over $100,000 to firm out of roughly $262,000 stated in the contract.
ZADAY: WHEN WE SIGNED THE ORIGINAL CONTRACT WE THOUGHT WE WERE BRINING ON BOARD A PROFESSIONAL ORGANIZATION AND IT HAS NOT BEEN HANDLED PROFESSIONALLY IN ANY WAY, SHAPE OR FORM. THAT WILL BE A PAYABLE THAT I WILL BE VERY PASSIONATE ABOUT SAYING NO TO.
Commissioner Robin Schiro said that if they county was not happy with the services in the beginning they should have gotten out of the contract before now.
Citizens and members of the Financial Task Force were able to ask questions about the audit and it's current findings within the county. Marion Frances with the task force asks a barrage of questions to Collins.
MARION FRANCES: FOR WHAT AMOUNT IF ANY OF CASH OUT FLOW IS STILL BEING EXAMINED FOR MISAPPROPRIATION?
COLLINS: THERE IS LESS THAN $50,000 THAT IS BEING CURRENTLY LOOKED AT.
FRANCES: IS IT YOUR OPINION THAT MOST OF THE COUNTIES UNTRACKED MONEY WAS SPENT ON COUNTY OPERATION?
COLLINS: YES
FRANCES: IF THE RECOMMENDATIONS YOU MADE TODAY ARE IMPLEMENTED, WILL THESE ACTIONS GUARANTEE PREVENTION OF A REOCCURRENCE OF THE COUNTY'S FINANCIAL CRISIS?
COLLINS: I CANNOT GUARANTEE REOCCURRENCE, BUT I DO STRONGLY BELIEVE WITH IMPLEMENTATION YOU SHOULD NOT BE BACK HERE AGAIN.
Other recommendations made by Clifton Gunderson were to centralize reporting for grants, implement various controls and reporting, to begin a fresh start on due to/due from accounts and to implement new accounting and treasurer computer systems.
The audit is to be completed by January of 2008,
Moomaw hopes this can be a learning experience for the county and for future generations.
