Key Energy Bills Signed By Governor

HOST LEAD: Colorado Governor Bill Ritter has signed into law 12 key bills approved by this years legislature.
Among the 12 measures are several energy bills, authored by two area lawmakers.
KSUT's Victor Locke Reports.

VICTOR: Ritter signed a bill expanding the number of Colorado Oil and Gas Conservation Commission members from 7 to 9.
It was touted as one of Ritter's biggest accomplishments of the legislative session.
Ritter and others have said the commission had become too cozy with the industry it regulates.
Industry officials disputed that and said they were concerned about losing expertise on the panel.
Hesperus State Senator Jim Isgar sponsored the bill in the senate.
Ritter also signed another key piece of legislation sponsored by Isgar and Durango State Representative Ellen Roberts.
The surface rights bill requires oil-and-gas drillers to minimize surface intrusion and damage by using the latest drilling technologies.
The severance tax bill, also signed by Ritter, doubles the percentage of severance tax revenues, from 15 percent to 30 percent, that flows directly to energy-impacted communities, such as La Plata and Archuleta County's.
