The vote failed to get the needed majority of council members and failed 45 to 21.
Lawmakers also voted not to extend the terms in Office of council members from 4 years to 6
A plan to give each Navajo Nation chapter 2 thousand dollars from the tribes permanent fund also did not pass and an effort to call a public vote on spending from the permanent fund also failed by a large majority of delegates.
