"Unconstitutional" line item veto? (Listen again)

It's not unusual for governors to veto legislation they don't like. But a recent veto of part of a bill by Gov. Martinez is raising some questions. She did a line-item veto of part of a bill that had to do with unemployment insurance in New Mexico.

That particular line item would have increased the unemployment tax on businesses - the tax they pay into the unemployment fund. It's a federal requirement. But the author of the bill says the governor's action was unconstitutional because the line item veto is reserved for spending bills, not tax bills.

And Rep. Mimi Stewart of Albuquerque says the governor's action may have other, unintended consequences.
