Governor Richardson Addresses Policy and Protestors at NMSU LAS CRUCES (krwg) - New Mexico Governor Bill Richardson delivered a foreign policy speech Wednesday at New Mexico State University. The Governor addressed members of NMSU's newly formed International Relations Institute and stressed the importance of open dialogue between nations.
