Curious about the rules, we looked up the Seattle Department of Transportation code (Client Assistance Memo 2305) and found that SDOT encourages using these strips for gardening, including growing food, so long as the plants are lower than 3 feet.

You do not need a permit unless you want to install a raised planting box or tree, in which case permits are free.
