Competing demands cloud Initiative 113: GUNNISON, CO (kbut) - Opposition to a proposed ballot measure to increase taxes on the oil and gas industry has fanned the flames about how local communities will fair under the plan. Gunnison County leaders aren't buying the opposing arguments, however, particularly those of the political action group CLUB 20.
