Columbia Police Department Upholds Taser Use in Incident

(KBIA) - The Columbia Police determined that two officers who used a Taser and pepper spray last month acted properly. KBIA's Brian Pellot reports.

Carl Alan Giles was arrested outside Caf Berlin August First on suspicion of public urination and resisting arrest. Public Information Officer Jessie Haden says an internal investigation by the Professional Standards Unit was launched in response to a number of complaints the Department received about the incident.

"When a complaint is lodged whether externally or internally to look into a situation they want to gather as much evidence as possible about the incident that occurred. So we reviewed in car video from the patrol cars that were there, the audio obviously that the officers have access to, and also attempted to talk to all ten of the people who lodged the complaints."

Giles' attorney Dan Viets says Tasers should be used only in rare circumstances.

"The Taser delivers a 50,000 volt shock which incapacitates a person and as we know from recent experience in our own area here can inflict very serious injuries or death."

The city prosecutor has not filed any charges against Giles at this point, but has up to one year after an arrest to do so.
