Texas Border Security Reform AMARILLO, TEXAS (hppr) - Texas State Representative David Swinford (R-Dumas), Chair of the House State Affairs Committee, has referred proposed immigration legislation to Attorney General Greg Abbott for review. As immigration is a federal issue, the State of Texas may be limited in its powers to effect immigration reform.
